Why is Morrisson-Reeves Library planning a building renovation?

MRL is planning a building renovation primarily to address critical structural needs of the aging facility. A recently completed facilities assessment identified that the exterior brick and lintel supports are in a failing condition, and that several ADA, life-safety, mechanical, electrical, roof, and other elements are in dire need of repair or replacement. In addition, through our Strategic Planning phase (2023) and our Master Planning phase (2024-2025), the community provided significant feedback that informed operational and programmatic updates for the future of the MRL building. 

How has the community been involved in the planning process?

During our Strategic Planning phase, we engaged directly with over 1,000 residents through focus groups, engagement sessions, and a survey to help identify what current and potential programs, services, and features the library should prioritize. Our Master Planning process engaged both in-person and online with over 36k residents to share and gather feedback about operational and stylistic choices desired for the future renovation. We also ensured that we kept the community informed via our website throughout the process.  

What are some of the key areas of improvement being considered in the renovation?

Based on community feedback and a facilities assessment, key areas of improvement include:

  • Enhanced ADA and code-required accessibility throughout the building and site.
  • Addressing critical building concerns identified in the facility assessment 
  • Reorganizing the building layout for more efficient public and staff space utilization
  • Expanded and improved meeting rooms and event spaces with integrated technology, ranging from small “tutoring and small-group work rooms” to larger gathering spaces
  • A dedicated Genealogy and Local History space, equipped with archival materials, digital resources, and expert staff, that can be directly accessed by the public.
  • Improved and reorganized youth areas (children, teens)
  • Updated computer and technology areas, offering additional options to connect
  • A newly introduced Business Center with workspace, equipment, and technology to help support the needs of local businesses
  • Updated and accessible building entrances with improved visibility and connectivity to the surrounding area
  • Enhanced outdoor areas for children, events, and outdoor reading spaces, better connecting the library to Jack Elstro Park and Downtown.

What are the proposed changes to the library’s layout and entrances?

One of the community’s priorities was to preserve as much of the existing building’s structure as possible. We believe this has been achieved through the proposed design. 

The most significant exterior improvement will be a new entry on the northeast side of the building, replacing the existing non-ADA accessible ramp. Our southern entry will remain, with added ADA accessibility components. In addition, due to the need to remove the entirety of the exterior brick and architectural features on the north side, the exterior will receive a major makeover; however, brickwork will be reincorporated as a landmark feature and as a nod to the original style. Outdoor reading and event spaces will also be updated. 

Inside, the space will be reorganized to maximize the use of existing square footage and enhance efficiency and accessibility. Patrons will have access to an increased number of study rooms, meeting and event spaces; an expanded and better organized Youth and Teen space; a patron-accessible History/Geneology center; a new Business center; better site lines and access points throughout the building; and, a centralized access point to the downstairs level. 

How will the renovation be funded?

In Indiana, public libraries face legal restrictions on funding large capital projects. They are also prohibited from saving operational funds that exceed 150% of their appropriated annual budget. Consequently, when an Indiana public library like Morrisson-Reeves Library needs to undertake major renovations, it must pursue alternative financing options. The most common approach is to seek approval from an elected fiscal body for a bond issuance. For Morrisson-Reeves Library, the elected fiscal body is the Wayne County Council.

What is the potential timeline?

Design phase/bids: Through fall 2026

How can I provide input?

Although the renderings of the design appear to be completed, we are only about 25% finished with the final plan, so there is still plenty of time to provide feedback. Once the design phase begins, there will be further opportunities to provide input. You may also email community@mrlinfo.org to provide comments on the project.

Will the library be open during construction?

We will need to relocate during the renovation due to the extent of the work that needs to be done. We don’t currently have a location identified. We will communicate that thoroughly when the time comes.

The priority is to serve from a location that is easily accessible for all community members, has adequate parking, accommodates ADA-supported needs, and provides sufficient space for the majority of the services and materials we offer. 

What happens if the project isn’t approved?

Unfortunately, Indiana public libraries have very limited options to secure the level of funding we need to make these necessary repairs and improvements to the building. Without approval of the bond issuance, we will need to seek other avenues to finance the necessary repairs and updates to our building.
